An Analysis of Discourse of an Ecosystem in Social work: Exploration of the Possibility and Limit

Abstract
The purpose of this article is to examine the possibility and limits of social welfare ecosystem discourse which is being discussed in korean society under the cross-sectional macro-streams of the globalization and localization. For this, we will see the backgrounds of localization and social welfare ecosystem discourses. And, under the proposition that welfare ecosystem discourse in community level is eventually the appearance of local counterforce against globalization, we argue that its possibilities and limits are depending on the distribution of the power resources between the state, the market, and the civil society. Therefore, we examine the power resource theory and three-dimensional citizenship theory as the theoretical backgrounds for discussing this theme. Then, to understand the concept of welfare ecosystem, we attempt to construct the concept of welfare ecosystem by seeing the welfare ecosystem projects implemented in Seoul and other local governments. And in doing so, we will identify that the diverse hierarchical environmental systems are the important elements of welfare ecosystem. On the basis of these discussion and diagnosis, we try to evaluate that the welfare ecosystem discourse in korea has the positive potentials in two dimensions. First, if the projects of construct the welfare ecosystems succeed in restoring the voluntary mobilization, cooperation, and participation of the community people. it will realize the potentials of restoring the value of communities as the spontaneous and voluntary community of life and the community of securing the social risks. Second, under the proposition that the projects of constructing the welfare ecosystem depend on the voluntarism and democracy from below, if this voluntarism and democracy diffuses to the top levels, it can realize the positive potentials marching for the democratization of the life world beyond the instances of the institutional or formal and procedural democratization. But it follows that, if we will not overcome the situations of the environmental systems including the individual being captured by the logics of the neoliberal globalization, as well as of the civil society being subordinated by the dominance-alliance of the state-market, it will not be the easy project that the welfare ecosystem in korea will realize the positive potentials of two levels mentioned above.
